Mainframe/CICS Engineer
Job Description
IT Specialist positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens.
Duties: The employee is the Agency's technical authority responsible for all activities related to one or more of the following major functions: all UNIX Operating Systems, UNIX based security system products, CA Unicenter and related software; all data base management systems (DBMS) such as IDMS, DB2, ORACLE and SQL Server, and related software within the online teleprocessing environment; all teleprocessing and related software such as CICS transaction server, MQ Series and Websphere. The employee, as the Agency's technical authority and expert on teleprocessing software, is the lead analyst in the architecture design, installation, operational application and maintenance of proprietary software associated with one or more of the specialties. As the Agency's technical expert, provides technical guidance and direction to the SSA executive staff, management and subordinates on the specialties. Employee provides the technical capabilities, limitations, problem investigation and new developments regarding the specialties. Serves as personal technical representative of the Division Director and Associate Commissioner at various intra/inter-agency meetings, providing support at technical committees to resolve problems or plan activities regarding the online teleprocessing environment. Develops innovative techniques for assessing software performance and provides technical direction to tuning activities to ensure optimum operational efficiency. Serves as project manager on division-related initiatives. Directs development of overall plans, criteria, and programming specifications; coordinates efforts in accomplishing the work, provides guidance and integrates with other projects underway. Utilizes project management standards to document and provide status to various levels of management. Provides technical direction to the installation of proprietary software and vendor supplied maintenance software, and generation of associated software system components for existing and new management products in one or more of the specialties.

To qualify for the 2210 IT Specialist series, you must demonstrate the following competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
In addition, to qualify for this GS-14 position you must have specialized experience at or equivalent to the GS-13 level or above, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must primarily consist of supporting, designing, implementing, and troubleshooting complex enterprise in CICS, MQ, and DB2 systems.
This position does not have an educational requirement. Education cannot be substituted for Specialized Experience.
