Logon screen says TSO. Then I land in ISPF panels. What is the difference?

TSO is the underlying interactive service. ISPF is the panel/menu/editor UI that runs on top of TSO for most of us.
You can do some things in raw TSO commands, but day to day you live in ISPF.

Option 6 in ISPF lets you type TSO commands when you need them.
