Is SORT only for putting records in order, or do people use it for more?

Ordering is the name on the tin. In practice: INCLUDE/OMIT rows, BUILD new layouts, join files, split outputs, aggregates with ICETOOL.
Lots of "small COBOL programs" are really a SORT step.

Learn SORT FIELDS, INCLUDE COND, and OUTFIL BUILD first. That covers a lot of tickets.
