INVREQ 16 on STARTBR - BROWSE not allowed on the file?

STARTBR and READNEXT both return RESP 16 INVREQ. Message text talks about FCT / operation not permitted.

Program looks like the samples. Is this a CEDA FILE definition problem?

Almost always. FILE resource needs BROWSE(YES) and READ(YES) for what you are doing. ADD/UPDATE/DELETE are separate flags.

CEMT INQUIRE FILE or CEDA view the definition. Check RESP2 for the exact INVREQ reason.

BROWSE was NO. Flipped it, installed, browse works.
