Teaching myself CICS and DB2 together. Transactions work, programs compile, DB2CONN is defined. The minute we set security to YES in the SIT and try to use RACF for transactions, DB2CONN fails to install at startup.

I can log on with CESN and run non-DB2 transactions fine. Special authority and CEDA install give the same security error. How do you authorize the DB2CONN resource in RACF? STARTGRP? CICSUSER? I am probably missing one define.

Run through the CICS DB2 RACF prep checklist for your DB2 version. You need the connection and DB2 subsystem profiles defined, not just transaction security.

Also check XUSER on the SIT. Default YES bites people when surrogate access is not set up for the region user.

XUSER=NO plus surrogate profile fixed the CEDA install path. DB2CONN comes up at startup now. Thanks.
